Training and Programme Access Policy

1. Introduction
Filipinos in Care (FIC) provides training, mentoring, and leadership development programmes for care workers and aspiring leaders, particularly from ethnically diverse backgrounds. This policy ensures fair, inclusive, and transparent access to all educational programmes run by the charity.
2. Aims of the Policy
This policy aims to:
- Promote equal access to learning opportunities regardless of background or financial means;
- Ensure selection processes are fair, consistent, and criteria-based;
- Support inclusion and representation of underrepresented communities in care leadership roles;
- Maintain high standards in programme delivery and participant conduct.
3. Eligibility and Access Criteria
Some programmes may have specific eligibility (e.g. geographic location, employment status, or experience level), which will be clearly advertised.
4. Application and Selection Process
- Applicants must complete a short application form or registration process.
- Selection is based on alignment with the programme’s objectives and the individual’s readiness to benefit.
- In oversubscribed cases, priority may be given to those facing disadvantage or underrepresentation.
- All decisions are reviewed by the Programme Lead or Trustee Panel and are based on published criteria.
5. Financial Support and Subsidies
- No individual will be excluded from participation due to inability to pay.
- FIC offers full or partial subsidies based on self-declared financial hardship.
- Some courses (e.g. Project CHARM) may involve modest fees for third-party certification (e.g. CMI membership), but core learning is delivered free.
- Access to subsidies is confidential and managed with dignity and discretion.
6. Participant Responsibilities and Conduct
- Participants are expected to attend all sessions, participate actively, and treat others with respect.
- Breaches of conduct, non-attendance without notice, or misuse of support may result in removal from the programme.
- Feedback is collected at the end of each programme to support improvement and accountability.
7. Monitoring and Review
The Board of Trustees and Programme Leads regularly review programme access, participation data, and outcomes to:
- Ensure equitable access and representation;
- Identify barriers to participation and take corrective action.
- Report publicly (where appropriate) on programme impact and reach.
This policy will be reviewed every two years or following major programme changes.
